§ 20-44. Powers and duties.

  • The powers and duties of such divisions herein shall be under the administration, direction and control of the Commissioner, and each of said divisions shall be supervised by an individual designated by the Commissioner. The Commissioner may, with the approval of the Town Board after a public hearing, establish, consolidate or abolish any divisions in said Department. In addition, (s)he may establish, consolidate or abolish any bureau or subdivision now existing or hereafter created in any such division. The provisions of any local law to the contrary notwithstanding, the functions, powers and duties of such divisions shall be as follows:
    A. 
    Division of Abandoned Vehicles. The Division shall administer the removal of all abandoned vehicles in the Town in conformance with and pursuant to all applicable laws, as well as also assisting the Suffolk County Police Department with road hazards, 511, ATV impounds and removing abandoned vehicles and boats from the community.
    B. 
    Division of Animal Shelter. The Division of Animal Shelter shall undertake the performance of all functions and duties previously performed by the Animal Shelter Department, including the administration and enforcement of Chapter 23 of the Code and amendments thereto.
    C. 
    Division of Fleet Maintenance. The Division will have the responsibility for servicing and maintenance of all Town motor vehicles, in addition to maintaining all boats and trailers. The Division is responsible for writing specifications and ordering new vehicles each year according to the Town's Vehicle Policy. Motor vehicles maintained by the Highway Department, special equipment for the Department of Waste Management and special equipment for the Department of Parks, Recreation and Cultural Services shall be exempt from this section and said vehicles or special equipment shall be serviced and maintained by the respective departments.
    D. 
    Division of General Aviation. The Division will have the responsibility to administer, supervise, manage, implement, initiate and direct all matters pertaining to aviation. Aviation matters shall include those pertaining to aviation safety programs, the operation, development and use of Brookhaven Calabro Airport and coordination of the Town's participation in public aviation matters. The Division shall also be responsible to effectuate the nationally recognized concern for improved aviation operations and safety.
    E. 
    Division of Purchasing. The powers and duties of said Division are as follows:
    (1) 
    To standardize and make uniform the purchase practices of the Town of Brookhaven.
    (2) 
    To prepare invitations for bids on all purchases, subject to public bidding.
    (3) 
    To award such bids or make recommendations for award to the Town Board.
    (4) 
    To verify prices and contract terms and submit vouchers and all supporting documents to Audit and Control for payment.
    (5) 
    To oversee Central Reproduction and Mailing and Central Receiving.
    F. 
    Division of Space Management. The powers and duties include the space allocation and utilization of all Town-owned buildings and those leased for use by the Town.
