§ 20-28.1. Divisions of the Department of Housing and Human Services.

  • A. 
    The Division of Youth Bureau shall provide for the many needs of youth in the Town of Brookhaven. The Division of Youth Bureau shall serve to promote the moral, physical, mental and social well-being of youth in the Town of Brookhaven and to prevent delinquency and youth crime by fostering services aimed at strengthening family life and enabling all youth to attain their fullest individual potential.
    (1) 
    The Division of Youth Bureau of the Town of Brookhaven shall be minimally comprised of the Youth Board (hereinafter referred to as the "Board") and a Division Director (hereinafter referred to as the "Director"). The Director shall be the principal officer and administrative head of the Youth Bureau Division and shall be appointed by the Commissioner for a term fixed by law and at such salary as may from time to time be fixed by the Town Board.
    (2) 
    Duties of Director. The Director shall be responsible for the administration of the Division of Youth Bureau and shall be responsible for all its projects, including but not limited to those projects related to the counseling and guidance of youth, and the public relations, agency coordination and business activities of this Division. The Director shall be responsible for the preparation of the annual budget of this Division.
    (3) 
    Youth Board.
    (a) 
    Composition. The Board shall be comprised of from 13 to 28 members at the discretion of the Town Board. The members of the Board shall be appointed by the Town Board and serve without compensation. Lay citizens shall comprise at least 50% of the total membership of the Board and shall be representative of such related interests as social agencies, business, youth organizations, religious organizations, industry and labor. Public officials may comprise the remainder of the Board's membership and shall include representatives of disciplines directly concerned with the welfare of the youth.
    (b) 
    Powers and duties. The Board shall be and shall serve at the direction of and cooperate with the Director on the following programs and functions:

    The recommendation of policies and programs for the prevention and control of delinquency and crime by youth.
    [2] 
    The review and analysis of plans for the creation or expansion of youth programs.
    [3] 
    The recommendation of qualified personnel to be employed by the Youth Bureau in effectuating any of its youth programs.
    [4] 
    The performance of such other duties relative to the effective implementation of the intent of this article as may from time to time be requested by the Town Board.
    (c) 
    Terms of appointment.

    Appointments made following the adoption of this resolution shall be for one year. All appointments shall be effective at the organization meeting of the Town Board.
    (d) 
    Removal of Youth Board members.

    Members of the Youth Board may be removed for cause by the Town Board.
    B. 
    The Senior Citizen Division. The Senior Citizen Division shall serve to promote and enrich the quality of life for our senior citizens. This Division oversees the administration of the Home Chore Program, EISEP Program, Helpline Telephone Reassurance Program for the Homebound, nutrition programs and the Jitney Program as well as other senior citizen programs.
    (1) 
    The Senior Citizen Division of the Town of Brookhaven shall be comprised of a Senior Citizen Advisory Commission (hereinafter referred to as the "Advisory Commission") and a Division Director (hereinafter referred to as the "Director"). The Director shall be the principal officer and administrative head of the Senior Citizen Division and shall be appointed by the Town Board and at such salary as may from time to time be fixed by the Town Board.
    (2) 
    Duties of Director. The Director, under the supervision of the Commissioner of the Department of Housing and Human Services, shall be responsible for the administration of the Senior Citizen Division and shall be responsible for all its projects, programs, public relations, agency coordination and business activities of this Division. The Director shall be responsible for the preparation of the annual budget of this Division.
    (3) 
    Senior Citizen Advisory Commission.
    (a) 
    Composition. The Advisory Commission shall be comprised of 15 senior citizen members chosen by the Town Board. Each Council District shall appoint two members and the Supervisor shall appoint the remaining three members. The members of the Advisory Commission shall serve without compensation. Senior citizens shall comprise 100% of the total membership of the Advisory Commission. For the purpose of this section, the term "senior citizen" shall mean any resident of the Town of Brookhaven over the age of 55.
    (b) 
    Powers and duties. The Advisory Commission shall be an advisory body and shall serve at the direction of the Town Board and cooperate with the Director, providing advice and recommendations on programs for the senior citizens of the Town of Brookhaven, the formulation and adoption of rules and bylaws governing the activities of the Advisory Commission and the recommendation of educational programs related to the problems of seniors and the correction thereof.
    (c) 
    Term of appointment.

    Appointments made following the adoption of this resolution shall be for one year. All appointments shall be effective at the organizational meeting of the Town Board.
    (d) 
    Removal of Advisory Commission members.

    C. 
    The Division of Women's Services. This Division is responsible for and dedicated to the needs and concerns of women. It shall oversee the administration of all Town programs providing services for women.
